Longview, TX — Three dozen residents nearly filled the council chambers at City Hall on Tuesday, but their opposition to two north central Longview projects failed to achieve the results they wanted.
Planning and Zoning Commission members recommended several items for City Council consideration, including the replat of two lots on Pegues Place and a planned 100-unit apartment complex on Magnolia Lane between Judson Road and Chickasaw Street.
As commission Chairwoman Karen Maines put it, the developers in each case had reached some compromise with city staff or neighbors and met local subdivision, zoning and other ordinances to proceed.
Furthermore, Maines wants developers to be encouraged to fill in undeveloped parts of Longview rather than build in the city’s extra-territorial jurisdiction to avoid ordinances or neighborhood opposition.
“I hate to make that more difficult on the developer,” she said.
On Pegues Place, local partnership Eastwood Custom Homes asked to replat two of its three lots into three lots — ultimately leaving four lots total — to build new residences. A spokesman for Eastwood said the replat was needed to allow developers to clear up drainage issues at the location, which would cost Eastwood about $30,000.
City Planner Michael Shirley said Eastwood’s application met local ordinances and deed restrictions for the Pegues Estates neighborhood. Several neighbors, however, recalled about six years ago when the property owner clear cut long-standing trees on the lot, which spited neighbors who opposed her plans to rezone the property.
